Virgil Miller serves as the Ward 1 Director. He was appointed to fill a vacancy on the City Board in October 2021.
Director Miller is a graduate of Wilbur D. Mills High School and Arkansas Tech University. He has more than 40 years in the banking industry, mainly in CRA compliance and community development. Miller’s career in the financial services industry began in 1977 as a management trainee for Savers Federal Savings and Loan. He currently works as the Group CRA Director at Arvest Bank Operations and has his real estate license.
Miller has received numerous professional and community service awards, including the Arkansas Humanitarian of the Year Award, Willie Oates Volunteer of the Year Award, and the Inaugural Dr. Martin Luther King, Jr. Leadership Award, among others. He currently serves on the boards of Arkansas Capital Corporation and 100 Black Men of Greater Little Rock. He is an active volunteer within the community as well.
Miller is a proud girl dad and a member of St. John Missionary Baptist Church.
1. PUBLIC SAFTY
A wholistic approach to public safety which includes prevention, intervention, and treatment.
2. INFRASTRUCTURE
Ward 1's infrastructure needs improvement: streets, curbs, gutters, sidewalks, dilapidated houses and potholes.
3. HOUSING
Housing is so important. It's not a crime to be homeless; as such, I am in favor of looking into a village for our residents experiencing homelessness. I believe my 40+ years as a banker has positioned me to help see this village become a reality. I believe we need to foster and nurture affordable housing. Also, dilapidated, abandoned, and condemned houses and buildings need to be addressed. This may include holding owners responsible for their properties.
4. ECONOMIC DEVELOPMENT
In ward 1, we need to support small businesses. We need to incentivize their creation and sustainability. We know we have food deserts. First and foremost, we need to first keep what we have to ensure that we don't lose our current partners.
I believe I have the respect and trust of every member of the board, and I think that is a something that we need right now. Everyone - the board and the mayor - wants what's best for Little Rock. We may not always agree about the steps that get us there, but I know we can find a way to work together to accomplish that end goal. That vision is to make Little Rock the best place it can be. Perhaps my greatest skill is the ability to bring everyone together, to work together, to strive together - and that's what I'll do as Little Rock City Board member for Ward 1.
